Fantastic, the bill list has been updated on the first page of the congress to show all present legislation! Our 5th congress has been very productive.

APPALED at the confusion of new members
SHOCKED at the lack of a solution to this problem.
I hereby submit the "Oriental Definite Tolerance Act" for approval by the Congress
1. This bill enacts that a clear and definite message be put into the factbook for the Orient stating that the Orient allows nations of all races, creeds, religious and non-religious views, and political theories. This shall be stated obviously, and clearly for all new members to see when they look at the Oriental Factbook.
2. This bill enacts the removal of any members of the Orient who dare discriminate based on language, race, creed, religious and non-religious views, and political theories. Anyone who discriminates and hates shall be banned from the Orient without warning.
3. A warning for all those who dare to discriminate shall be posted also

I support this. Certainly the constitution speaks to the issue but a general message on the Factbook wouldn't hurt

Proposing a 4th Amendment to the region's constitution
Fourth Amendment
Electoral Reform
The first clause of The Oriental Supreme Court shall now read:
1. The creation of an ORIENTAL SUPREME COURT consisting of 3 JUDGES who will enforce the CRIMINAL CODE OF THE ORIENTAL STATE and interpret or protect this Constitution as they see fit. These JUDGES will be elected by popular vote in regional forum every 4 months.
The first clause of the Second Amendment shall now read:
1. The CHAIRMAN will be elected by popular vote in regional forum every four months. The powers endowed within this position will be reserved to the following: tallying the votes of each member of CONGRESS, raising regional awareness of legislation in debate and educating new members of CONGRESS on voting procedures and decorum in debate.
This amendment will forbid and condemn any future “executive orders” or extra-constitutional positions EXCLUDING non-executive positions (ie. OU administration, Oriental Games Commissioner) with no endowed political powers.
“Opt-Out” Clause
In the spirit of the sovereignty – influenced language of our founding documents, member-states may choose to opt out of previously passed legislation EXCLUDING the CONSTITUTION AND BILL OF RIGHTS and CRIMINAL CODE OF THE ORIENT (or bills/organizations explicitly noting voluntary membership) on the basis of “conscientious non-compliance” - willful negligence of the bill should it interfere with the state’s interior political structure or cultural practices.
Referendum Clause
The use of a referendum, within the NS regional forum, to validate policy is permitted. However, all referendum posts must be framed with clear questions, options and be given a 72 hour voting period. Referendums will require a majority of 50% of voters, as with all non-Amendment bills in the Congress.

Also support but obviously it already passes. I've added it to passed list and will edit constitution tonight.
Proposed 5th Amendment
Within this fifth amendment to the CONSITUTION OF THE ORIENTAL STATE, the NATIONAL PEOPLE’S CONGRESS and following bodies shall be endowed the following WAR POWERS:
1. The NATIONAL PEOPLE’S CONGRESS shall have the sole power to declare war and make laws concerning the facilitation of territories captured during combat.
2. Territories administrated by the ORIENTAL STATE will require prior citizens of occupied regions to apply for “territorial citizenship” – subject to the ORIENTAL CRIMINAL CODE but lacking constitutional rights and privileges (only rectified by relocation to the ORIENTAL STATE). Any unwilling citizens will be banjected. Territorial Citizenship applications will be the duty of the MINISTRY OF IMMIGRATION.
3. The ORIENTAL CRIMINAL CODE will include a new section regarding TERRITORIAL ADMINISTRATION. The crimes of SEDITION (any effort to usurp territorial administrators) and CIVIL DISOBEDIENCE (any effort to avoid or disobey laws established in the territories) will be punishable by banjection.
4. The NATIONAL PEOPLE’S CONGRESS will acclaim by popular vote the position of GOVERNERSHIP upon a citizen state to administer the interior government of these territories, including the right of banjecting any citizen in contravention of the TERRITORIAL ADMINISTRATION clause of the CRIMINAL CODE. The GOVERNER will remain an Oriental national with off-site voting powers and ability to hold office within the ORIENTAL STATE. Conversely, Congress may also acclaim present citizens of the region to GOVERNERSHIP. The GOVERNOR will be answerable to the ORIENTAL GOVERNMENT.

Agree with Nayrin on the regional forum about the potential for abuse but with future reform, we can work out the kinks. I vote yea.
